Porto have previously stated Hulk can only leave if his astronomical £80 million release clause is met.
However, his determination to move means bidding could start at around £35m.
Hulk's agent, Teodoro Fonseca, was at Saturday's Champions League final in Munich, and he said: "We are open to talks with Chelsea at any time, any place.
